The short answer
PayPal currently says eligible physical-goods payments can release around 24 hours after an approved carrier confirms delivery. Eligible services or intangible items may release 7 days after the order is marked Completed. Some transactions can remain held for up to 21 days.
If you shipped a physical product
Add the genuine tracking number to the actual transaction if PayPal gives you that option. The important milestone is confirmed delivery from the carrier — simply entering a tracking number does not guarantee immediate release.

If you sold a service or digital item
Use the service / virtual-product route shown on the transaction instead of pretending a physical shipment exists. For eligible payments, PayPal says release may occur 7 days after the order status is updated to Completed.

Why PayPal may hold the payment
